Mental Health Treatment Plan (MHTP)
Under the medicare Better Access initiative, the Medicare benefits are available for a maximum of 10 individual and 10 group allied mental health services each calendar year. This is subject to change through Medicare. Please see your GP to discuss your concerns and see if you would be eligible for a MHTP. You will be required to see your GP for a review and referral after your 6th session and at the end of a treatment block of 10 sessions.
Changes to Accessing Sessions with a Mental Health Treatment Plan - Effective 1st November 2025
I want to let you know about some changes to the way you access Medicare rebates for psychology sessions under the Better Access program that came into effect 1st November 2025.
Who Can Give You a Referral?
You must get your referral and Mental Health Treatment Plan from your regular GP (the doctor you usually see) or from another GP from the practice where you are registered with MyMedicare.
If you are not registered with MyMedicare, your “usual GP” is the one you have seen the most in the last year, or who will see you the most in the coming year.
You cannot get a referral from just any GP or from a telehealth clinic you do not usually use.
Who Can Access Better Access?
Your GP will use new guidelines to determine if you have “moderate or higher” mental health needs. Only people with these needs will be referred to Better Access.
If your needs are considered mild, your GP may suggest other services, such as different allied health professionals or free online mental health supports.
What This Means for You
Make sure you have a regular GP and keep seeing them for your general health needs.
If you want to, you can register with MyMedicare by filling out a form at your usual medical practice or select your GP or practice through myGov or Express Plus Medicare app and under the MyMedicare section.
Talk to your GP about your mental health needs and let them know if you need ongoing support.
If you don’t have a regular GP, or if you move around a lot, it may be harder to get a referral.
If your regular GP is away or unavailable, you may need to wait to see them for your referral or if you are registered for myMedicare, you can see another GP at the same practice.
Changes to GP Paperwork
GPs will no longer use special Medicare item numbers for reviewing your Mental Health Treatment Plan. Instead, they’ll use general consultation numbers.
You will still need to see your GP for a review and a new referral after each set of sessions (usually after 6 or 4 sessions).
